MINUTES OF SEPTEMBER 10, 2008
CALL TO ORDER: Jeanette Capaldi called the meeting to order at 7:00 P.M.
PLEDGE OF ALLEGIANCE: Sgt. Kim Harper led the Pledge of Allegiance
DECLARES A QUORUM: Barbara Hand, Membership Chair Person, declared a quorum
DISCUSSION OF MINUTES AND MOTION TO APPROVE: Minutes of August 2008 were approved and accepted by Mark Markowitz and second by Millie Hamilton.
INTRODUCTION OF GUESTS: Captain Zipperman introduced members of Topanga Station; Patrol Captain Maureen Ryan, Area Captain John Sherman, Topanga Station, Detective Jim Agnole and Detective Foster Raines. Jose Martinez from Councilman Zines office spoke and passed out a few flags to be flown September 11, 2008. Other ones can be obtained from the Councilman’s Office. Senior Lead Officer Rachel Raigosa was welcomed back after a long illness.
HONORED HERO: Captain Zipperman presented Joseph Wells with a Certificate of Appreciation from the city for holding an armed burglar until police arrived. Detective Agnole showed the knife the burglar was carrying.
GUEST SPEAKER: Captain Sherman of Topanga Station introduced CRO Sgt. Kim Harper, CPAB Co-Chair Siena Cawelti and Patrol Captain Maureen Ryan. Captain Sherman reported Topanga Station will open on Sunday, January 4,2009. The Grand Opening and Open House is to be held on January 3, 2009 at 10:00 A.M. Also there will be a general volunteer meeting October 22, 2008 for CPAB, VST and volunteers. Captain Sherman reported they are recruiting and anyone interested will be welcomed. The first CPAB meeting is to be held Thursday December 4, 2008 at 6:30 P.M.
CAPTAIN’S REPORT: Captain Zipperman announced there would be a Junior CPAB Meeting September 25, 2008 at El Camino High School. Also he introduced CRO Sgt. Frank Avila who spoke regarding his background. Captain Zipperman reported a 5% reduction of overall crime. Violent crime is up 6.7%, however we are down 276 crimes compared to last year. Auto Theft crimes are up. These are mostly Grand Theft Autos and Theft From Motor Vehicles. There has been and increase in residential burglaries, Captain Zipperman reported on a large art theft which occurred in August. Senior Lead Officer Sean Dinse reported on the type of items which are stolen from autos i.e. GPS, Lap Tops, etc.
There was discussion regarding signs being posted informing people of items that are being taken from automobiles.
OLD BUSINESS: Captain Zipperman reported on the Hate Crime Committee to be formed and the goals of the committee. He would like to address the schools, teachers, and colleges along with organizations the primary purpose is to focus on children. The committee will also go through some training. Detective Rains was introduced. He and Detective Heather Peters are handling the Hate Crimes. Detective Rains will possibly be handling the Hate Crimes at Topanga Station. Captain Zipperman asked for volunteer from CPAB and others. In addition to those previously mentioned Jerry Hurwitz, Millie Hamilton and Jack Zipperman volunteered. Rocky Friedkin explained about the Hate Crime Committee Alliance and what they have done i.e. talking to organizations, schools, etc.
Captain Zipperman and Mark Markowitz paid a tribute to Virginia Huber who recently passed away.
NEW BUSINESS: Senior Lead Sgt. Ingram reported that truancy can be cited from 8:00 AM to 3:30 P.M. Previously the time was until 1:30 P.M. Senior Lead Sgt. Avila reported on the West Valley Open House to be held Saturday, September 27, 2008. Encino Chamber of Commerce Expo will be October 12,2008 from 10:00 to 5:00 P.M. We are reminded of the First annual Children Day on November 22.2008. There is an Ice Cream Festival September 27, 2008 from 2:00 P.M. to 5:00 P.M. at the Merry-go-round and Crystal Spring Dr. in Griffith Park. The 50th Anniversary of Reseda Kids Day is October 4,2008 from 1:00 P.M. to 4:00 P.M. at Kittridge & Reseda Blvd. On September 24, 2008 The Encino Council will be having a dinner.
Jeannette Capaldi reported on phone calls being received by a member When questioned, they said they got the phone number from a LAPD police list. Jeanette asked members that have a roster to not leave them lying around. October 2, there is a Town Hall Meeting at 7:00 P.M. Captain Zipperman encouraged all CPAB members to attend. There will not be an October meeting. The next CPAB meeting will be November 12, 2008.
